Brazilian Regulatory Standards (NRs) consist of obligations, rights, and duties to be fulfilled by employers and workers with the objective of ensuring safe and healthy work, preventing the occurrence of occupational diseases and work accidents.

History of NRs
Brazilian Regulatory Standards (NRs) are supplementary provisions to Chapter V (Occupational Safety and Medicine) of Title II of the Consolidation of Labor Laws (CLT), as amended by Law No. 6,514 dated December 22, 1977.
The first set of Regulatory Standards was issued via Ministry of Labor Ordinance No. 3,214 on June 8, 1978. Additional standards were formulated over time to safeguard the occupational safety and health of workers across different labor activities and specific economic sectors.
About CTPP
The drafting and revision of Regulatory Standards follow the equal tripartite system advocated by the International Labour Organization (ILO). This work is carried out through working groups and committees consisting of representatives from the government, employers and workers.
Against this backdrop, the Permanent Equal Tripartite Commission (CTPP) serves as the deliberative body responsible for developing and updating Regulatory Standards, with the goal of improving working conditions and the work environment.
About CREA
As regional public autonomous regulatory bodies subordinate to CONFEA (Federal Council of Engineering and Agronomy), each Brazilian state and the Federal District operates an independent Conselho Regional de Engenharia, Arquitetura e Agronomia (CREA) with jurisdiction over its local territory.
Established under Brazilian federal law, CREA serves as the mandatory supervisory authority governing the legal practice of all licensed technical professionals covering mechanical, electrical, automation, civil, agricultural, geological and geospatial engineering disciplines, as well as relevant technology enterprises providing engineering services within its jurisdiction.
What is ART
A core statutory obligation administered by every CREA is the issuance and filing of ART (Annotation of Technical Responsibility), a legally binding mandatory record mandated by Federal Law No. 6.496/1977. An ART must be registered with the competent CREA for every engineering project, equipment supply, installation or technical consultancy service, which formally identifies the licensed technical professional bearing full legal liability for the safety, compliance and technical validity of the work.
Without duly registered ART documents issued by a CREA-registered engineer, industrial equipment and related engineering deliverables cannot pass Brazilian customs clearance or official regulatory inspections.
